Various learning problems about the quality of teacher learning in PAI includes inappropriate management planning between planned (RPP) and the reality of classroom learning, implementation of learning has not been able to implement various active learning strategies. Head of Madrasah Programs in improving the quality of teachers of Islamic Education the development of quality learning specifically aims: 1). Teachers are able to study plans to improve professional competence for the development of learning quality 2). Teachers are able to analyze the implementation of competencies in the development of learning quality 3). learning quality 4). Teachers are able to understand and deal with inhibiting factors in improving teacher professional competencies for the development of learning quality 5). Teachers are able to try to overcome the related factors in improving comp teacher professional ethics for the development of learning quality 6). Teachers able to analyze, describe the quality of learning in the Islamic Religious Education group in two Madrasah Aliyah in Banyumas. According to George R Terry, management is the achievement of goals that have been set through or together with other people's efforts by having four management functions namely Planning, Organizing, Implementation, and Supervision. Ideally if good management will have implications for the quality of learning to produce maximum value, but in fact there are still some weaknesses that cannot be denied, including inadequate infrastructure, financial support is not relevant between needs and expenditures. The various problems mentioned above are interesting to examine. This type of research is field research (Field Research), where researchers directly obtain data in the field about teacher competency management information for the development of quality learning in Islamic Religious Education. The approach of this research is qualitative descriptive. The research location was at the State Aliyah Madrasah 1 Banyumas and the Aliyah Madrasah Al-Ikhsan Beji Banyumas. While the object was the study of teacher competency management in the Islamic Religious Education group Madrasah Aliyah in Banyumas. The method of collecting data was through: observation, interviews, documentation and triangulation. The results of data analysis concluded that 1) Planning for the compilation of learning activities comprehensively stipulates the vision, mission, strategy, goals and targets of achievement 2) Implementation through the provision of facilities and assignments to PAI teachers by participating in MGMP teacher workshops, workshops and activities have to do with improving human resources for PAI teachers, 3) Scheduled evaluations through classroom supervision activities implemented ideally one semester 2 times but sometimes only 1 time, 4) Inhibiting factors: limited quota of facilitations, limited training participants quota 5) Countermeasures: accessing the internet has to do with academic quality development, active in MGMP. 6) Learning quality: MAN 1 on average achievement of students above PBM class 10 PBM (68) Class 11 PBM (70), cognitive assessment up to (85) and affective assessment on average above PBM (68) even if someone gets an assessment (90) in the MA. KBM standard Al-Ikhsan (70) on average all classes reach ratings above KBM (70)
